For the PRESENT tense (now):

Use "There is" for one thing.
Example: There is a book on the table. (There is ONE book on the table.)

Use "There are" for MORE THAN ONE thing.
Example: There are books on the table. (There may be 2 books on the table. There may be more than 2 books on the table. Use "There are" for 2 or more.)
